Pretty sure it IS procedure that they aren't allowed to talk on cell phones while in police custody though. That's very dangerous as far as I'm concerned.

Yes it is, it's a safety issue. Now I've been guilty myself a couple of times (and I mean only a couple) of not doing it but I was required by policy to cuff behind the back, palms outward.
People handcuffed in front can assault others, grab weapons, escape from cuffs.
