If it's not a bullet seated too far out then your dies are likely the culprit. You can try the small base dies or remove 1/32-1/16th on inch off the base of the die allowing the case to be pressed further into it.

I did this on an RCBS .308 die that re-sized fine for my Remington bolt gun but had issues with the bolt closing on a Ruger 77-V and all else was within spec.
 
if you have a set of feeler gauges then you can also try slipping some underneath the shell base when it's in your shell holder just to see if this improves your situation. you will set the shoulder back the amount of the gauge.

you can also screw your FL die in just a bit (1/8 to 1/4 turn)
 
Thanks for the replies fellas.
If it reveals anything more, my.resized cases without bullet arent near as hard to close the bolt on. Going to try screwing the die in a little more after i shoot these.
