Only reason I can think of for some many of these jackwagons to be in and out all the time.

This is what they are for. Did the same thing at the Clarke County landfill.
Used to determine how fast underground water will migrate off site.
Clarke County ended up buying a lot of land they didn't want because they didn't make the tests. Very hush hush because they didn't want it get out that they were polluting the ground water, because they had always insisted that it wouldn't happen.
Not so important now that landfills have to use liners.
