Not my area of expertise (I don't have one) but you'd think there would be an exclusion zone around a nuclear ****ing aircraft carrier.

There is. But when the previous CIC was a potato they were probably ordered not to command the immediate operating area.

I was on the midshift in the control tower at NAS Cubi Point Philippines when the USS Kittyhawk hit the Russian sub K-314 in the Sea of Japan. They called an “Echo Item” and we immediately launched every F-14, A-6, A-7, P-3 and S-3 we had as did the Russians an it all nearly came to a head that night with everyone pissed off and converging on one spot.
