How does a member get banned?

Not sure if anyone is ever banned. Last I heard, a member I was told was banned is back with their same screen name. I could be wrong about that but if correct then "ban" doesn't mean much.

He just got some points for an infraction and will be back once enough expire. Perhaps it was a duplicate account?
