How to get blue loctited screws on scope off?

I have a primary arms scope that the screws on picatinny rail were blue loctited. The heads of the screws are not a part of screw so they just come off .. how can I get the loctite to release to get the scope loose without destroying the mounting screw threads? Pic of the stupidly designed screws.
 
The problem is the loctite is in the threads that are into the base of scope..those heads just screw off and I’m left with just the threaded rod, not sure how I would use a lighter without damaging scope..just heat the exposed part of threads? I’m assuming the whole screw would heat up...then just use vise grips to loosen?
 
Ok ..thanks for the vid and advice all...guess heat is the way to go..now to get it out without destroying threads.. but may just use a better screw to put back on after install riser for scope.
