Well there will be a few that know what to do and will do it whereas the masses won't know what to do and wouldn't do it if they knew, so the biggest obstacle for the few will be to protect themselves from the masses.

People are different now. Back in the thirties small town folks and rural folks were by and large honest hard working people.

I can remember the latter part of the thirties and we had lived completely off the grid for several years. My dad raised cotton in north GA to survive the thirties. I remember one time in the forties when the well went dry and Dad had to haul water in barrels on a sled several miles from a river.
