There have been plans for years to use reasonably sized bombs on guided missiles or drones as 'tornado busters', but those are waaayyyy smaller in diameter. Usually a few hundred feet at most.

Even a nuke wouldn't be able to move enough air to disrupt a several hundred mile across hurricane.

The US gubt used HAARP to make these storms...why would they want to stop them? And yeah bombs wont work.
