You are correct, it would now fall under a destructive device and would require a $200 stamp. But even then, it's taboo with state and local ordinances in it's use.

That said. There's still a legal way to make this sorta happen. There's a curio and relic firearm known as the Taylor Fur Getter. Since it's listed on the C&R list, it skirts NFA law. But it's only a .22.
