My bird is now the boss. If I try to get him to step up he has realized that if he wraps his beak around my finger and slowly increases pressure I will get the point and leave him alone.

So he ain't a bird, he' a turd.
With most birds I have dealt with (not very many, but a few) I would immediately place my finger under his perch and sort of help them onto my finger by prying up their front toes. Not forcefully, but enough to get them to step right on there without much thought. Keep working with him.
