I bought the handgun from a LGS in town a year ago. If the family member from FL drives here, can I legally give it to him or should I just send it thru a FFL to a FFL near him?

FFL to FFL Doesnt matter if family. His residency is FL I assume your's is GA. Read about the supreme court ruling. Especially if you completed a 4473.
FFL to FFL
You would have to do it from FFL to FFL for it to be legal
