I think he’s mainly talking about a written and signed Bill of sail and wanting a copy of Drivers License.

I think you need to re-interpret that law.
I dont think there is a part that says you must ID someone and also require them to have a valid carry permit for a private sale. If there is, then i would like to see it.
But if it tickles your testicles than fine, carry on.
