Looks like a Red Tailed Hawk. It likely buzzed her because it has a nest nearby that it feels compelled to guard. That or it has offspring that ended up on the ground that hasn’t quite taken flight.

Judging from the size and the fact that it buzzed her, I'm guessing a South Ga 'skeeter that got lost.
I frequent Anastasia Island, and the recent hurricanes Matthew or Irma created exceptional conditions resulting in the biggest and worst mosquitos conditions I’ve ever seen. You could feel them land on your skin. Step outside around dusk and they would eat you alive.
Looks like an osprey to me. Commonly called a fish hawk. Lake Lanier has a big population of them. Was she walking near a lake or stream?

Everybody with a chicken in their yard knows a Coopers hawk when they see one. And that is a Coopers hawk
