A user on your ignore list can’t start a new PM with you. If you have an active PM conversation when you add them to your ignore list, they’ll still be able to reply to it. To fix that, delete the active PM and check the box for “ignore future replies”

If there is actual harassment, get site staff involved. If violence is threatened, have his ass locked up.
