The victim whose property was damaged (Ga. State Patrol) deserves to have the property restored to 100% as good as it was condition. Anything damaged by the bullet should be replaced, and the bill added to the shooter's order of restitution as a condition of his probation. If he stops making regular payments on that debt, he goes back to prison. Paying for the damage would be a special condition of his probation.
 
But, since he obviously shot at an OCCUPIED HELICOPTER, endangering all the officers on board it (very directly, not indirectly like the people on the ground below) I expect him to get 15 years in prison. So when he gets out, he'll be jobless, homeless, broke, and whose job skills have long become obsolete, since the working world will have evolved, but this guy will not, sitting in prison. So he won't be able to pay any real restitution.
