Is it illegal to target practice on national forest land?

I know it’s illegal to target practice on WMA land.

But that’s not what I’m asking.

WMA land sometimes overlaps national forest land, but a lot of national forest land is NOT WMA land.

So if I’m on national forest land, and ONLY national forest land, can I target shoot?

(Links to actual laws would be much appreciated. Not just “muh cousin knows a guy who said...”)

I asked a US Forest Service law enforcement officer that question. I was told the only thing he was concerned with was shooting right on or just off a road. No certain number of feet from road, but mostly out of sight.
