Is this illegal or just stupid?

Ok, so I can't draw for crap but maybe you'll get the idea. There's an entrance to a shopping center near us that is designed to be entered from a right-turn only. There are 2 other left turn entrances, but jackwagons insist on turning left when it damn near requires a u-turn to do so.

It's pretty obvious which direction an entrance was designed for, but is it illegal to go against it or just stupid?

Traffic backs up on that road pretty bad. I was sitting in the right lane backed up by the light. The guy in the left lane was sitting there waiting to turn, in my mind at least where you shouldn't be. If you have to drive past the entrance and hook a turn it can't be good.

All about the signage and what mood the po-po is in, I would say. But, yea, it's just a total lack of respect. There seems to be a lot of that these days.
