Issues with a Harley

Remove the air filter and Spray some WD-40 in the carb while you’re cranking it over

WD is flammable and will usually run
But it’s not as flammable as starting fluid ether stuff and won’t damage the engine

If it fires by spraying WD in the carb then you know it’s a fuel delivery problem

Ethanol goo in the carb or a sticky float or needle

And am I looking at that bike right ?
There is NO rear suspension ?

Doesn’t that make it ride really rough and hard to drive ?

Yep. Old school rigid chopper. Done tens of thousands of miles on 'em. My back reminds of that a lot now that I'm so old.
 
We think its a timing issue. That or the carb wasnt done correctly
I would vote for this. The purplish pipe usually means it's rich, the rear pipe looks pretty good. Someone would like this bike as it is, finding them is the problem. If your friend is heading to boot camp, yeah, sell it and move on. There's good suggestions already on value and folks to get in touch with.
