Actually the law looks at intent, and did you start to.plan which falls under conspiracy. By him saying that if this happens, I will do this, he is legally stepping over the line.

Also, conspiracy requires agreement between two or more people. Seemed like it was Yeager and the camera.

I'm not saying they should have yanked his license, but I am saying that his behavior is exactly the same type of thing that makes people look sideways at you. Do I think he would literally start killing people? No. But his comments force me to have to ask that question, and that may be enough (these days) for people to question your mental health. It's like saying "bomb" in an airport. You just don't effin do it.
