The way you solve this problem is by putting a stop to all the legal shenanigans that the lawyers and courts condone so that he could be executed promptly. By calling for clemency they are only extending his miserable lifestyle. Then again, it seems like those responsible for the actual execution have no idea how to perform these properly, so - more mental anguish for the prisoner.
