I agree with you. So basically you would be allowed to use your 2nd amendment rights within the state you live but not if you leave your state. The bill of rights didn’t define state boundaries for the amendments. So basically it just falls back to politicians passing laws based on lobbying and special interest groups to generate revenue. Kinda like the majority of traffic laws and other laws like licenses. Like an American buying a license to catch a fish but no fine for a non American illegally crossing the border.
