Found the following on another site, if it's correct he should be safe, I knew an idiot 30 years back that just scooped the powder into his cases until the were full, other than a blown up shotgun he didn't have any problems. After the shotgun blew.....he still kept doing it the same way.
(Looks like 46.0 gr will give you 2500fps, and the case would be 109% full, with a very low pressure.)
 
That may be his saving grace.

Probably can't get enough Reloader 19 in a 308 case to cause an overload, unless he seriously compacts the powder. But, based on the OP, that may be what he does.

I'm guessing he's going to get low velocity results, with a lot of unburnt powder.

Nothing bad is going to happen.

He can't get enough powder in the case to do any damage.

Worse he can do is load a heavy bullet on a compacted load, with a heavy crimp, which will bruise his shoulder but not harm the rifle.
