Definitely look into a slower powder as you should be able to get the 208s running much quicker with a 26" tube. H1000, IMR 7977, RL17 or RL 26 would all work nicely with a 208gr.

As for disappointing results, what is the result? Neck tension is going to matter, especially to get a much lower extreme spread.. which will really help you hit something at 2k. With the SS pin cleaning, look at a dri-lube for seating the bullets as the wet tumbling can get the brass bone dry (some carbon acts as a lubricant otherwise). It should help with more consistent seating.. you can feel it when you seat the bullet and want consistent pressure as the bullet seats in the case. Also, are you running bushing dies? If not, something to consider is running a mandrel right before you drop powder and seat as it can help with more consistent neck tension.

As for the brass, Norma brass is good stuff. Is it virgin? The brass can stabilize a little bit once it has a firing on it.

Is your barrel a factory barrel or a custom barrel? Also what twist rate is it? Have you tried any other ammo that you know performs out of the gun?
