Legal to park on the interstate?

I've see many of people go fishing off I-16 near the bridges between mile marker 139-141 without a any law enforcement giving them issue. Vehicles were well off the road though.
 
Someone help me out. I’m trying to park on an interstate to access some land for a few hours. The vehicle will be pulled about 20ft down into a gentle ditch, NOT on an exit/on ramp, NOT on the median, and the car will be at no risk of being hit by a car or disrupting traffic unless someone swerved WAY off the road. I asked a cop friend, he didn’t know exactly. He does SWAT, not patrol. He just knew that after 3 days the vehicle would be towed. Does anyone know the legality? I tried researching it, but couldn’t find a definitive answer.
Technically the answer is no it’s not allowed.
But practically it’s a non issue as long as it not parked in an unsafe manner.
 
I would call the HWP and let them know your intention, tell them what time you'll be there and how long,, see what they say.
They will tell you no. They can’t legally tell you it’s OK to break the law.
Interstate has a (I think) 250’ buffer that no parking is allowed.

However it’s not likely they will take action unless there is a danger.
Many are hunters too and understand.

You car might have a citation on it when you return but you should otherwise be okay.
