The same as the NO shipping being already selected, and the only option for BOS is Yes?

Yep, and it sucks. I hate it. The default should be "ALLOW," just like it has always been.

Preach - It took me a couple of ads before I realized it and I didn't understand. Now that I know I just remember to fix it but personally I'd prefer it to be open.

Right. It's not a big deal if you KNOW you have to change the setting, but it's obvious most members aren't aware of the change...

I don't lock mine, but then again, I like questions and comments that keep bumping the add. To me it is addition exposure, but to each there own..It's their choice just my opinion
