There’s a chance it has asbestos in it, but I would go the 1/4” drywall route. Laminating it would be the least labor intensive and likely give the best finished product.
We scraped a bunch of it down in my sister’s old house and used one of the big drywall power sanders with a vac. Skimmed the entire ceiling. It looks good, but was so much work, I wouldn’t do it again.
