Saw same thing when there was a big gasoline leak, and FD washed it into the storm drains. Man hole covers blew several blocks away.

This is probably NG leak.

A lot of flammable gas in sanitary sewer system, ive seen first hand a lit cigarette dropped in a manhole that led to a boom. luckily no one was hurt but we did need to change our underwear.
