My neighbor is in a tight situation and asking if I want to buy his father's 30-30. I cant find much current info. I want to be fair and give him as much as possible without losing anything. Could I get some ODT assistance?

That's some pretty significant rust. How's the bore?
Not a dime over $500
No more than $500 in a private sale.
That thing is well covered in rust, which is going to take a lot of hand work to remove, and will result in bluing loss in many places.
From the appearance of the bolt, it needs a complete disassembly, deep cleaning, lubrication, and reassemble.
I’m sure the bore needs a good scrubbing.
No scope covers, which guarantees that the lenses will need a careful cleaning, if the scope is in functioning enough condition to warrant it.
That’s several hours of work. At the shop, I’d offer half the price above (or a bit more), due to all the cleaning and refurbishment I would have to do in order to put it up for sale. Time is money, and I can’t work on customers’ guns while I’m cleaning up this one.
All in all, though, they’re a solid gun. I’d jump on this one, in this condition, if the price were right. None of the lack of maintenance should affect how usable the rifle is once she’s cleaned up. It’s a pre-safety, and I’d take her over any lever action with Marlin’s name on it that has come out since 1983.

$350 is about the best I would offer. It's rough and has birch furniture instead of walnut.
If they put it on Gunbroker and tagged it as JM stamped, it would go for over $700. But real world maybe 350.
