When the federal AWB expired in 2004, some states (Mass is one, CA is another) simply copied the language and passed it as state law. The big change was giving the AG the power to determine what a 'duplicate' of a banned gun was.

For the past 12 years that meant ARs couldn't have flash hiders, bayo-lugs, collapsible stocks, etc. They didn't even go as far as CA and try the 'bullet button' requirement to lock mags in place.

This new policy means a complete ban on sales of new rifles, and had absolutely zero warning.
