Bring back insane asylum's. We are always going to have a percentage of crazy, mentally ill folks. Bigger population; bigger percentage. Unless we are just going to kill them before they get to the point they kidnap folks and burn them with a butane torch we might want to find something to do with these people before they get to that point. No easy, socially acceptable answer really. Just the best of a couple unpleasant options
