whatever the reason he doesn't have a GWL (and he's being unnecessarily cryptic), you're risking a felony, and for what exactly?! Police will not care about your constitutional knowledge. Open carrying a rifle without a sling and without a license... with what you end up paying in legal and court fees you could get top of the line AK and AR!!! think about it.
