Need Help...with Electronics in Vehicle??

I purchased a new vehicle a couple days ago....(used)..2013 Jeep Patriot. While looking at the vehicle i found this under the steering column.

Can anyone help me here?? what is it?? how does it work?? etc??

Looks like part of the Bluetooth hands free calling system, probably an add on, maybe aftermarket.
