Sailor can always cancel a sail after a date time location are set for a meet. This happens a lot when a higher bid comes in by pm. Neg won't stick in that case. It's really only if the other party doesn't "show" at the agreed on meet location at the time and date agreed that a neg might stick. Might. Depends on who gets the neg.
