+1 on build it yourself with palmetto state armory lower and buy a complete upper from them.
I bought a DPMS oracle for 600 to get started but my buddy bought the PSA lower stripped, the parts he wanted, and a complete upper from them. The result? I ended up spending much more than him to get mine like I wanted it but he had a customized rifle for around 700. YouTube is your friend. If you can use a hammer and can search YouTube, you can build an AR lower yourself. You can build the upper too, but that may require buying some special tools, a table vise, etc.
Do it yourself. Trust me on this one. Not only will you get a sense of achievement but you'll also know how the thing works in case you ever have to troubleshoot something.
