Could be, I saw a video of a sniper missing 3 times, once hitting the Afghan's backpack and they kept on walking like nothing was wrong, the 4th hit the guy nearly cutting him in half. The other 2 got the heck out of their after that.

Yeah, it wasn't designed for heavy machine gun fire. It's a true precision round.
