They should entertain the use of 'group punishment', found to be highly effective in some environments.

All will stand at the sidelines or all will stay in the locker room kneeling (no ghey intended).

If they stand and one kneels, all have to pay a $100,000 fine each and the team's owner is fined $500,000.
