We're in East Cobb and have that on many of our oaks and I've seen it around the neighborhood as well.
Had it happen to a red oak in front of my house. It was touching a Leyland Cypress that had a caterpillar problem. Cut back both trees so they weren't touching and the oak recovered, the Leyland didn't so I cut it down.
Any way to save these. I got even more getting it now. Hoping they don’t die, that will suck!

Yep, solitary oak leaf miner looks like to me as Tommyb told us. I just needed pictures
Not a fungus that will kill the tree. It's a bug laying eggs, and not likely to spread to the nearby oaks.
From what I see, it's not spreading. Sure is ugly though.

I agree with Tommyb,it appears to be Solitary oak leaf miner to me
