Oak tree issues

Had it happen to a red oak in front of my house. It was touching a Leyland Cypress that had a caterpillar problem. Cut back both trees so they weren't touching and the oak recovered, the Leyland didn't so I cut it down.
 
many oaks in south Halll are doing the same thing, ,I have a saw tooth oak in my front yard that I planted 15 years ago , its lost almost half its leaves
 
Two small oaks on the edges of my back yard look like this, both trees are under 20' tall.

Yep, solitary oak leaf miner looks like to me as Tommyb told us. I just needed pictures
Not a fungus that will kill the tree. It's a bug laying eggs, and not likely to spread to the nearby oaks.
From what I see, it's not spreading. Sure is ugly though.
