It depends on whether or not you're holding in place or moving. Stationary is a 12ga. Moving would have to be a 22lr. If you're not sure, it would have to be the 22lr. 12ga. ammo just weighs too much to be lugging around a lot of it, but it would be much superior for an all purpose weapon if you were holding in place.

This is an impossible question because there is no right answer. What is the situation? I'd hate to be in a SHTF situation in the north ga mountains with nothing but a .22LR trying to bag a bear or deer to feed my family. At the same time, I'd hate to have to fend off a large number of people trying to overtake the homestead with nothing but a semi 12ga that hold 3-5 rounds. So I'll answer this way. SHTF, I take an AR, my wife will be packing a 9mm one of my sons will take the 12 ga and the other will have a the .22 rifle.
