Because a new forum request is just that - a request. Not all of them happen. The ability to do it isn't the question.
In the case of a separate optics forum, I personally don't think the traffic merits it. Currently you'd have to go back 6 or 7 pages which is 3+ days to get 50 optics listings. That means something would still be on the first page and be eligible to relist. A way to sort the accessories section as it is might make sense, but that kind of traffic doesn't exactly scream need for a whole new subforum. It's ultimately up to
