Out of state carry permit question.

So my neighbor lived in North Dakota for a couple years and is now back in Georgia. He had a GA weapons license but it expired in 2016. He has a valid North Dakota license that expires in 2020 but is now a Georgia resident. His question is, is it still valid or does he have to go get a Georgia permit? Anyone know?
 
Typically the moment you become a resident your previous permit becomes invalid. I have lived in several states over the last 10 years and have looked into this before.

I'd bet this is right, or after 30-90 days at most. If you ever had to produce it, I suspect it better match the state on your DL to keep things simple.
 
If he is a Georgia resident, and has been for more than 30 days, then he must have a GWCL.

If he just moved here, his out of state license is good for up to 30 days.

The way your question reads, I believe he has been here for a while, but I'm not 100% sure. If that is the case, his out of state license is not valid as a Georgia resident, for the purpose of Georgia laws.
