Out of State Handgun Purchase

    Here is a *theoretical* scenario: someone is from a neighboring state, let's just say Florida, and is above the age of 18(legal to purchase from an individual), but not 21(legal to purchase from an FFL), and is wanting to purchase a handgun from an individual in Georgia. The gun will have to be shipped to an FFL in Florida(to be legal), and the buyer would have to fill out a 4473 form, to transfer ownership. How would this work?

    Technically it would not be an illegal transfer because the FFL is not selling the gun. The only illegal thing the FFL can do is to sell the gun to the underage person.

    That said, I think your chance of finding a FFL with that fine an understanding of the law is zilch. Just because it is legal doesn't mean the FFL has to do it, and I don't think you will find one who is willing to risk his license to make $10-20 dollars.

    BTW, I think one of the "reforms" FL enacted as a result of the Parkland school shooting was to raise the purchase age for all firearms to 21.

    Also, I think there is no liability for the seller as long as he sends the gun to an FL FFL.
