Primed brass shipped via FedEx or UPS?

Ammo is not legal without the hazmat. Primed hulls yes.
Let me clairfy:

The new DOT regulations in 2020 renamed the classification of ammo, aerosol cans, perfume.. to "Hazardous material limited quantity" from ORM-D.
The regulations require a new diamond label and a limit of 66 lbs per package. An individual can ship "HMLQ" items the same as they did with ORM-D. There are no additional forms, fees, or contracts.

Traditional hazardous material like primers and powder require the Dangerous Goods contract with UPS, 5 part forms, and the added $28 per package fee.

Strangely enough, due to a specific exception in the DOT regulations, primed brass is not considered hazardous materials and also not even ORM-D (UN limited qty). See below:


Empty cartridges and cases are regulated as hazardous materials for transportation. However, “Cases, cartridge, empty with primer” (UN0055 or UN0379) that are made of metallic or plastic casings and classified as a Division 1.4 explosive material are excepted from regulation (See Special Provision 50 in §172.102) for domestic transportation only.

Hope this helps clear some of the confusion as I should have been more specific with the original response.
