ya that's what it looks like to me

If somebody couldn't use that fitting, they could just swap the tank, for a fresh one, at Walmart, or any exchange dealer.

You can probably take a pipe wrench and just take it off the tank. Make sure the valve is shut or the neighbors may hear a big boom.
