What exactly does this do? I've heard the multiple firearm purchase thing before - does that still apply if you have a carry license?

I think anytime you purchase 3 or more they have to report it. Who they let know is unknown to me. Of course, once you get on the NFA list; I'm sure you get reported for everything.
