Question about purchasing guns in another state?

What about private sales? Say someone in S.C wanted to buy a bolt action (action only not a rifle) from an individual in Ga. Would it have to go through an FFL?
To be legal it would. Federal law says you can only sell a firearm to a resident of the same state that you live in unless you go through an FFL.

No, not really. You can ship a gun to yourself in any state. If you go hunting in Montana you can ship your rifle to yourself at the guide's address and then when you come home you can ship it to yourself at your home address. No FFL needed. Some prefer that to checking a rifle through the airline.
You can ship a firearm to an FFL in any state unless there are specific state laws against it. You can ship it to an FFL for repair then he can ship it back to you at your home once the repair is complete.
You can sell your firearm and ship it to an FFL in another state. No FFL required on the sender's end so in most cases, you need an FFL involver to ship to another state but not usually needed on the shippers end, just the receiver.

To elaborate a little on CTS Tactical CTS Tactical answer, a lot of FFLs as a matter of policy, not law, will only accept gun shipments from other FFLs. This protects them from getting shipped NFA items they are not licensed to handle. You always need to check with the receiving FFL about it's policy.

Another little fluke in the law, If you, in GA. want to sell a long gun to a resident of S.C., he can come to GA. and complete the transaction at a GA. FFL. You don;t have to ship it to a S.C. FFL.
