In Air Force basic you're issued a dummy M16 in week one. The upper is complete with hand guards and BCG and all but the lower has no FCG. The weapon lives in a case except for when you have EC duty or you're using it for training. During BEAST (Warrior) week you get a rubber replica for some of the training. Brands seemed to be mixed.

Colt M4, a week after you start, 62 grain steel core. Combat load of 210 rounds (7 mags), always an armorer on hand, same rifle while deployed, you don't keep one on base.

When you go to the range, you get an actual A2 series to shoot. The dummy guns are for you to practice breaking down. You have a test towards the end where you have of basic where you have a time limit to break the upper down including the BCG.
 
Marine Corps boot camp you get your rifle (M16A2) on day 3 of intake. During basic you keep that weapon the whole time, with you 24/7. After basic your unit will issue a weapon you are qualified with. The weapon stays with you unit. Yes Cleaning is user operator responsibility. Most units have armorers. If they don't they can always issue you another weapon. An Armory should only have 80 to 90% of its weapons assigned at a time so they have reserve if one of them goes down and you can't repair it quickly. Accessorizing your weapon like adding forward grip, light, laser, optic is ok; however anything like change pistol grip, buttstock, springs, or other parts is an absolute NO GO. This is called "unauthorized maintenance" and they will F*** you over if you do it. So don't do it. Choice is all about the units need. You can always volunteer to carry a other weapon, but don't volunteer. Nothing worse then carrying a M240G up the side of a mountain in Afghanistan. Currently US military weapons are your M4, M16, M9, 1911, M24, MK19, M2 .50, M82, Benelli M4 shotgun, M79, M203, M249, m240 series, M40...... Thats most of them. I have never seen ammo made on base, but they store insane amouts of ammo on base, its all made by contracting it out. Carrying ammo in combat theater is minim of 300 rounds for a rifle, 500 for mechanic gun. Its heavy as hell but I recommend carrying more. I always had 15 m16 mags or 3 to 4 m249 saw drums with 4 m16 mags. Hope that helps.
