Quick SBR question: traveling with 16" upper

If I have a +16" upper on a registered lower can I travel out of state without having my permission slip? This is assuming I left the short upper at home...
 
With a 16" or longer barrel it's considered a Title 1 firearm as long as you don't have the SBR upper with you. You're fine crossing state lines that way. The ATF has that info either on their FAQ secton or in the NFA guide.
