Radio VIN Clear - THEFTLOCK

I have a 2007 CTS Caddy that the OEM radio has gone belly up.

I can replace with a working Salvage one, which I prefer as I like to keep OEM, and the unit has the Driver INFO Center in it ....but if I do the replacement, the replacement will need the VIN cleared to allow the replacement to mate with the car.

Would require a GMTechII tool, or an aftermarket Bi-Directional with that capability.

Called all the Caddy and GM Dealerships in the Greater Metro Atlanta Area , and tho' they all admit they COULD do it, they will not.

Various reasons given by different Service Writers, but bottom line is they won't touch it.

Is there anyone out there that has such a tool, or knows of a Person or Shop that can provide this 10 minute or less VIN clear?
