It does, but there are legal issues with selling it if the buyer doesn't have the correct certifications.

R 12 is worth a lot. A couple of years ago I sold a couple of cases to an online company that sent me shipping containers with prepaid shipping labels. They processed in a couple weeks and paid me over $600.
Lost the address but you should have no trouble finding them with an internet search.
