I once read a Field Manual or Technical Manual for the M14.
It said that when the Army unboxes a new one and tests it for the first time, it should shoot 4 m.o.a. with standard M80 ball ammo (or whatever they used back in 1957).
If it didn't shoot 4" groups at 100 yards, it goes back as unserviceable.
If it did get sub-4" groups, or exactly 4.0" groups, it was placed into service without any qualms or attempts to improve accuracy.
